Private Run Homes
I have since discovered this group of homes shared Directors with Clifford House Limited in Coventry.
Clifford House in turn shared Directors with Tri-X Childcare Limited, a company which advises over 200 safeguarding teams in the UK on policy and procedure.
These teams include Local Authorities, Police, MoD, Churches.
One Director of Tri-X Childcare Limited had to resign in December 2014 as his trial for abuses against children in Wisteria Lodge was due to commence.

Introduction;
Over the last 60 years, paedophiles have been allowed to infiltrate every rung of the ladder needed to facilitate access to children.
From Residential and Field Social Workers right up throughout the ranks of Local Councils, Police, Teachers, Doctors, Politicians and the people behind the scenes, the ones we all know actually run the show, the Civil Service and Policy Advisors.
The 1950's and '60's saw the emergence of a widespread sickening trend within Residential Social Work.
The systematic abuse of children within the commercial and public Children's Homes, Approved Schools and Boarding Schools.
In the 1970's and '80's, the pioneering advisor on Residential Childcare and Social Work was Peter Righton.
Whilst it was always an unvoiced joke in the “Old Boys Club's” that if the Master's didn't have you, the Head Boy certainly wouldn't want to know you, a “jolly good time” at prep school followed by a stint at Eton before “OxBridge” was considered the norm.
According to Professor Joy Schaverien, a leading psychotherapist,
“Children sent away to boarding school can suffer psychological damage akin to being taken into care.
"Boarding School Syndrome" can leave adults struggling to form intimate relationships and unable to communicate emotions after being traumatised by forced separation from friends and family at a young age.
Despite the damage, therapists fail to recognise the significance of boarding school in their patients' problems because such an education is still regarded as a character-forming privilege.” (2011)
45 years on and nothing has changed other than the name. Childcare and Safeguarding Policies are still being produced by people under suspicion of crimes against children.
The Government accepting these policies were, for the most part, tutored by or schooled alongside paedophiles, leaving them almost immune to the signs of child exploitation.
The information issued by Authorities on CSE is misleading at best and our children are still at risk.
This report is the result of two years independent study into the spread of Paedophile Information Exchange throughout the UK Schools, Children's Homes and Governing Authorities.

Children's Homes
It appears to have started in 1965 at Greystone Heath, when a 21-year-old student teacher named Keith Laverack went to work there and embarked on a campaign of buggery and indecent assault. Over the ensuing four years, he raped at least 16 boys, three of whom he shared with his colleague;
Brian Percival, the clerk and storeman at the home. Once these two men had established sexual rights over the boys at Greystone, other abusers joined the staff;
Alan Langshaw, who raped at least 24 boys;
Dennis Grain who raped at least 18, joined Greystone Heath from Danesford children's home in Congleton, where he had already opened the door to three others, John Clarke, Joseph Smith and Brian Hudson;
Roy Shuttleworth who raped at least ten;
Terence Hoskin;
Jack Bennett who indecently assaulted two;
Steve Norris who assaulted an unknown number.
The Greystone abusers then fanned out.
Grainand Shuttleworth were both promoted to other homes in the Warrington area;
Terence Hoskin went on to become headteacher of St Aiden’s Community Home in Widnes, where he liked to thrash naked boys with a cane, which he then pushed into their backsides, while his housemaster, Colin Dick, indecently assaulted those who caught his eye.
Following a complaint, Dick was accused of indecent assault, but was acquitted;
Hoskinmoved on to become President of NCH – Action for Children by 1980. Hoskin later wrote a reference for Colin Dick effectively stating he was no risk to children and a suitable candidate for the position of Residential Social Worker at a home in Manchester;
In 1981, both Grain and Hoskin were back working together at homes operated by the Hesley Group Limited, in Doncaster before Grain then moved on to Eton College;
Steve Norris went to North Wales where he met up with Peter Howarth.
Howarthhad started out in Kent before moving on to Axwell Park. He was then recruited by Graville Arnold and moved to Bersham Hall in Wrexham. Norris and Howarth both went on to Bryn Estyn and met up with Gary Cooke.
Following a conviction for abusing boys in Bryn Estyn, Gary Cooke was then employed by Bryn Alyn Community, where he first worked at Marton's Camp and then Cotsbrook Hall in Shropshire. He later took position at a Probation Service run Youth Hostel;
Keith Laverackwent to childrens’ homes in Cambridgeshire, where he worked with numerous colleagues, four of whom are now also suspected of abusing children. He eventually moved on to run the Guardian Ad Litem panel in Cambridgeshire. This job not only introduced him to the most vulnerable children in the area but also gave him access to files on abused children all over the country;
Alan Langshaw became Principal of St Vincent’s Catholic boys’ home in Formby where he recruited a care worker named Edward Stanton.
Alan Langshaw was jailed for 10 years in 1994 for 30 counts of serious sexual assaults and indecent assaults against boys aged under 16 at childrens homes in Cheshire and Liverpool. However when the first accusations were made around 1986 Edwina Currie, the Minister responsible for the child care system, was asked to intervene. She stood by Langshaw, who went on to spend another eight years working with and abusing children.
This is not the first or last time Edwina Currie has shown such poor judgement in people. When asked about her choice to hand Savile the keys to Broadmoor she insisted that;
' If this meant we could break the strike and help the patients,
then the ends justified the means.'
When asked about Savile's abuse of the mentally ill inmates she replied;
' If I'd have known, I would have said
" Jimmy give me the keys," and it would have stopped.';
Stantonappears to have got the job at St Vincent's through Roy Shuttleworth, who was continuing to abuse the boys at Greystone and who is believed to have known Stanton from their time in Birmingham when they took the same course in residential child care;
That course in Birmingham, in turn, is believed to have been lectured by Peter Righton, a notorious paedophile who attempted to legitimise his obsession in a series of academic studies.
Righton, for his part, belonged to the Paedophile Information Exchange, which wanted the age of consent lowered to four; along with Jack Bennett. He had also worked in the same children's home in Maidstone, Kent as Peter Howarth.
A child care expert and children’s home consultant, Righton published essays justifying paedophilia, which he called no more mysterious than “a penchant for redheads”;
Rod Ryall, the former Director of Calderdale Social Services, convicted in 1988, is also thought to have taken the Childcare Course along with Malcolm Phillips, convicted in 2001 under Operation Screen for abuse spanning decades at Skircoat Lodge, Halifax.
Ryall, who sat on several committee's with Righton, began his career at Newton Aycliffe before moving on to Tennal Assessment Centre in Birmingham.
When he was appointed Director of Social Services he had already been accused of crimes against children twice.
It is thought, when arrested, he was found in the private flat attached to Skircoat Lodge Assessment Centre, operated by Malcolm Phillips;
As head of the Assessment Centre, MalcolmPhillipshad the final say in which placements were used if a child was to be sent to another Borough. Under his regime of tyranny, it is believed that “difficult” children were sent, by Social Services, to only five external Borough units;
Newton Aycliffe (secure); Market Weighton (boys only); Bryn Estyn (secure; until its closure in the 1980's); Bryn Alyn Community (only sent girls although it accepted both); Macclesfield Young Persons Unit (part of Parkview Mental Hospital; closed in 1992-4) No known complaints were ever filed about abuse at this facility, run by Dr Peter Wells.

Boarding Schools
School fees have now reached over £30,000 per year. Compare that to the £200,000+ spent by some Councils housing just one child in a private-run Children's Home, where Education is to GCSE level at best or non existent at worst.
Tonbridge School, Tonbridge, Kent
Chris Langham (Actor) cancelled an appearance, in 2012, at a top public school after parent fury about his child porn conviction.
Winchester College, Winchester, Hampshire
In 2006, Lucia Quinault, the head of English at Winchester College, was found in a compromising situation" with one of her sixth-form pupils. after a celebratory dinner at the school.
It was the latest in a string of troubles at the 600-year-old school, including the 2003 arrest of an ex-housemaster over sex abuse allegations, which were later dropped.
Sevenoaks School, Kent
Gerd Sommerhoff was alleged to have displayed pornography or child pornography to pupils and to have made obscene sexual remarks that included boasts of bestiality. Sevenoaks School agreed to settle a compensation claim by another pupil sexually abused by Gerd Sommerhoff at Sevenoaks School when he was 12 years old. There is evidence that those who worked with Sommerhoff were aware of and chose not to report the abuse. He left the School in 1984 and moved to Trinity College, Cambridge.
Eton College
This is one of 50 Schools that fall under the G20 Schools Group. Dennis Grain moved to Eton College where he became a House Master, this incidently, was during Prince William's attendance at the School.
Charterhouse , Goldaming, Surrey
Among the Alumni for this school is Jonathan King, who went on to graduate from Trinity College in 1967 with a degree in English Literature and a penchant for young boys.
In 2012 a pupil was questioned by the police in relation to child pornography found on a computer.
In 2013, Dr Dean Richardson, teacher at the school for 12 years, resigned following an “inappropriate relationship with an ex pupil”
Wellington College , Crowthorne, Berkshire
Bruce Roth, who taught maths at Wellington college in Crowthorne, Berkshire, until he was arrested, groomed and performed sex acts on three boys at the boarding school and two at King's school in Rochester, Kent, where he taught previously. He worked at Wellington until his arrest in 2010
Marlborough College, Marlborough, Wiltshire
Andrew Richards, house master and Math teacher was found guilty of downloading indecent images in 2005
Sherborne School, Dorset
Charles Napier, P.I.E treasurer, half brother to MP, was known to have worked at Copthorne Preparatory School. Sherborne being his home village, where he shared a house with their Mother. In 2012 he had to resign from the local Theatre group of which he was Director, after it was discovered he would be working within the School.
Present enquiries into paedophile cover-ups are likely to examine how Charles Napier managed to continue teaching even after his first conviction for indecent assault in 1972. He was banned from teaching in the UK, but emigrated and by the late 1970s (already an active member of the Paedophile Information Exchange) was employed at a school in Sweden.
Around the same time that Napier emigrated, his cousin’s husband – fellow paedophile SirPeter Hayman– had returned from a stint as High Commissioner in Canada to become deputy director of MI6.
Southbank International School, London
The headmaster of an elite London school where the US paedophile William Vahey abused more than 60 boys dismissed a complaint about his worrying conduct on a field trip as “unfair pressure” by “vindictive parents”, an independent report in to his criminality has revealed.Vahey drugged teenage boys with sedatives secreted in Oreo cookies and soft drinks while on school trips to places such as Jordan, Nepal and India as recently 2013.In less than four years he went on 17 school trips and set up his own travel club. He offered to look after the “ill” children he had dosed, moving them to different rooms and abusing them. His career includes:

They also, incidently, own St Paul's Girls School, built next to the original grounds of St Paul's in 1904. Over the years, various politicians have passed through the halls of the Girls School,

As Colet Court is boys only, Bute House Preparatory School, another owned by the Worshipful Company of Mercers, is the main feeder to St Paul's Girls.
The Mercers have interests in a number of other schools;
Police Investigations
Operation Pallial, established in 2012 to re-investigate crimes against children in over a dozen homes across North Wales, along with the Macur Review, to assess if Sir Ronald Waterhouse “did his job adequately” were both severely restricted with their remit alone.

“No Children's Home, connection or lead that goes beyond the geographical boundary of North Wales is to be investigated.” was Pallial's response to me when I tried to highlight the specific characteristics shared (blonde haired, blue eyed, 12-15 yrs old) by each known girl sent from Calderdale to Bryn Alyn Community.
The same response (almost word for word) came back from the Macur Review.

Why a former Director of Bryn Alyn Community still owns Bryn Alyn Hall, despite all property supposedly sold off to cover compensation and costs in 2000;
The fact 5 abusers from North Wales were allowed to go off and work at another home in Shropshire;
and in the case of Norman Wainwright, become a Director on the Board of several Childcare Companies including Keys Childcare, part of Care UK PLC, which recently bought the Southern section of the Hesley Hall Limited (Doncaster) homes;
The similar characteristics of the children sent, to Bryn Alyn, from certain areas;
None of these facts are to be investigated by Operation Pallial or considered by the Macur Review.
Survivor Support
The one thing survivors were promised in 2012 was support. That support has not been forthcoming.
There are tales of key witnesses being left to make their own way to Sentencing. A key factor in the journey toward acceptance of events and a certain level of Closure.
People two years after being promised counselling are still waiting for it to start, or are being told to fund it themselves.
The police are very unapproachable, for the most part. Unwilling to push the boundaries of their remit or explore the truth of what they are supposed to investigate.
When asked if she had read the Waterhouse Report, one DC sent out to survivors homes under Operation Pallial said; “Of course not, have you Seen the Size of it?”
Paedophile Information Exchange
P.I.E were helped with funding from the Government through The Albany Trust, established by Antony Grey as part of his campaign for homosexual rights. Grey also sat on the committee's for British Association for Counselling, NCCL (Liberty) and Campaign Against Censorship.
The two organisations first became connected when Ian Campbell Dunn, the Scottish minster who first helped create P.I.E, contacted Grey in relation to establishing a Scottish branch of Homosexual Law Reform Society.
PIE did not present themselves as child abusers but “child lovers”, keen to “liberate” children from sexual “repression”. Their literature hijacked the language of liberation to persuade gay men and women, feminists and radicals that they had common interests in challenging “the patriarchy”.
It wasn’t until Customs officers intercepted child pornography posted to Righton from Holland, in 1992, that police raided his home and found hundreds of letters between Righton and other paedophiles, revealing he had abused, prostituted and shared numerous boys.
His correspondents included an assistant bishop, artists, aristocrats and public school teachers.

It then emerged that Righton’s lover ran a school for emotionally disturbed children, and Righton was vice-chairman of governors. New Barns School in Gloucestershire, which was atteneded by many children from London care homes, was investigated and closed down on child welfare grounds.
P.I.E was estimated to have over 1000 members at its peak.
They ranged from fairground workers and road sweepers right up to politicians and MoD.
Lord Fulford openly backed them.
They forged connections in every walk of life within every Country thought exploitable;
Thailand,
Charles Napier moved here after a conviction in the UK meant he could not work with children here. Nicholas Rabet and Gary Glitterwere also drawn to the land known for child prostitution and sex tourism;
Philippines,
Charles Napier again features here, child prostitution and sex tourism;
Canada,
through child exports in guise of evacuation and Peter Hayman, who went on to head Mi6, and more recently under Operation Spade, the global investigation into Azov Films
Australia,
In 1912, Kingsley Fairbridge and his wife emigrated to South West Australia and opened the Fairbridge Farm School. 1913-1982 saw 3,580 children pass through their hands under the guise of evacuee's and underprivileged children. It also served as a layover point for returning Dutch children evacuated to Indonesia. Such migration schemes are now also recognised as the history of the Stolen Children;
Australia
The exact number of child migrants to Australia is not known, but estimates suggest that, from 1947 to 1967, between 7000 and 10,000 children were sent to Australia. A feature of the scheme was the care of children in residential institutions rather than by foster care or adoption. Most were placed in the care of Barnardo's, the Fairbridge Society, the Church of England and the Christian Brothers. The House of Commons Health Committee concluded that 'children were placed in large, often isolated institutions and were often subjected to harsh, sometimes intentionally brutal, regimes of work and discipline, unmodified by any real nurturing or encouragement. The institutions were inadequately supervised, monitored and inspected'.
In 2009, the Prime Minister of Australia, Kevin Rudd, apologised on behalf of the government for the harm done to all those who had been abused in care, including child migrants.
Canada

Barnardo's was involved in migrating 30,000 children and young people to Canada between 1882 and 1939. This agency sent around 2784 children and young people to Australia between 1921 and 1967.Children's Friends Society

In the guise of relief work and education;

Needed no guise. The seedy underbelly of the dutch sexual depravity was the prime market in the early years. The former Queen Beatrixwas a widely known paedophile enabler whilst her husband, Prince Bernhardwas a regular at parties thrown by Marc Dutrouxand Michel Nihoul. It also saw the emergence of IPCE, International Paedophile Child Emancipation“to promote 'scholarly discussion' with the aim of changing legislation to decriminalise aspects of child abuse.” Thomas O'Carrollwas instrumental in the establishment of this group and is still an active member today. 61-year-old O'Carroll, an out of work journalist who once worked alongside David Icke, and 67-year-old Michael John De Clare Studdert, a retired Anglican minister, were arrested in January 2006 after the Met's Paedophile Unit conducted a series of co-ordinated searches and arrests. Both were known members of P.I.E
Russia,
Jimmy Savile had ties here, as did Chris Denning. It also provided access to the KGBblackmail squad known as Zandvoort, of which the notorious paedophile Marc Dutrouxwas a member, Mi5 double agent Geoffrey Primealso had links with this group.
Belgium,
Provided somewhere for the paedophile “middle men” somewhere to hide when Authorities caught up with them in the Netherlands from UK or USA, seeking extradition. It also provided alternate access to the KGBblackmail squad Zandvoort. Marc Dutroux was prominent as was John Stamford, founder of Spartacus who became a P.I.E member.
Spartacuswere known to have “an arrangement” with Elm Guest House.
It also saw the emergence of CRIES. One notable member being Jos Verbeek, the Belgian president of UNICEF who's office was next door in the same building.
In February 1986, Dutrouxand his girlfriend Michelle Martinwere arrested for abducting and raping five young girls. In April 1989, Dutrouxwas sentenced to thirteen and a half years in prison. Martinreceived a sentence of five years. Showing good behaviour in prison, Dutrouxwas released on parole in April 1992, having served only three years, by Justice Minister Melchior Wathelet. Upon his release the parole board received a letter from Dutroux's own mother to the prison director, in which she stressed concern that he was keeping young girls captive in his house – which was essentially ignored.
Following his release from prison, Dutrouxconvinced a psychiatrist that he was psychiatrically disabled, resulting in a government pension.
He was again arrested in 1996 and convicted in 2004 after several more girls were kidnapped, filmed whilst being raped, beaten and in some instances killed,
A 17-month investigation by a parliamentary commission into the Dutroux affair produced a report in February 1998, which concluded that while Dutroux did not have accomplices in high positions in the police and justice systems, as he continued to claim, he profited from corruption, sloppiness and incompetence.
Greece
Was yet another destination of Napier, Vahey and Dr Peter Kedney, the GP/Medical Officer for Bryn Alyn Communitywas last seen running a strip club in Athens.
The list goes on....
As the members of P.I.E spread out, their contact grew. New networks began linking in. Some of them operated by John Stamfordwho went on to be involved in not only Spartacus and P.I.Ebut also Toro Bravo, PAN and CRIES
P.I.Emember Roger Lawrence, who fled to Holland in the early 1980s and joined Spartacus, around the same time as ex-P.I.Eleader Steven Smith. Lawrence, used several aliases, and was arrested in his car at Dover in 1987 with notorious Swiss paedophile and sadist Beat Meier. The car was searched, and along with a large collection of child abuse films and magazines, the police found a three year old boy hidden under a blanket. The boy was called Dimitri Thevenin, and had been kidnapped from his parents’ house in Paris. Unbelievably, Roger Lawrence wasn’t charged and was allowed to go free.
Police found that Meier was wanted for sex offences against children in Switzerland, France, Holland and England. “The English charge sheet revealed he had buggered a young boy in the Huddersfield area”. Beat Meier was sentenced at Leeds Crown Court in January 1988 and received just 18 months, the minimum sentence possible. Judge Raymond Dean QC explained that Meier would be deported to Switzerland as soon as possible, police in Zurich had already taken out a warrant for his arrest for alleged offences against twelve boys and one baby.
Beat Meier’s name also came up during the Marc Dutroux case in Belgium, as did the name of Spartacus boss John D. Stamford.
Childcare Today

Commercialised care of our children has to end.
Fostering needs closer vetting.
Schools need to be more closely monitored, Head Masters should not be left in place for the sake of them having “always been there, part of the institution.”
Homes should not be about profit margins, they are supposed to be about Care.
CRB checks should be carried out and any staff that were in position during a period of abuse should be open to scrutiny.
There are literally thousands of victims that have come forward over the past half century, to allege crimes against an estimated 1.1million child abusers in or from the UK. Viewed on a global scale, we face a plague of pandemic proportions.

Unpopular View, But Tough....

It is one huge war.
As many know, I have stated time and again that ALL the evidence needs collating in one place and presenting, as a statement of Fact, with each perpetrator outlined, all evidence provided, sourced, cited and undisputable.
Court papers, legal records (social services, police etc), news reports, all need to be in place for each case to be accountable.
Myself and several other researchers are currently working on that collation, dissemination and presentation of said evidence.
If anyone has information regarding abuse within an institution within the UK, which they can evidence beyond doubt in the eyes of a court of Law, then now is the time to submit it.
I am aiming to complete my academic paper on the spread of paedophiles, throughout our system, our Country, by the end of this year.
Deadline for inclusion will be toward the latter end of the year, to be decided between myself and the team.

" I'VE BEEN ROBBED OF MY DAY IN COURT - I FEEL LIKE A VICTIM ALL OVER AGAIN "
PETER’S ABUSER DIES THREE DAYS BEFORE TRIAL - A MAN who suffered horrific sexual abuse at the hands of his depraved headmaster has been robbed of justice following the death of his abuser just THREE DAYS before he was due to stand trial. Brave Peter Barfoot has now waived his right to anonymity to encourage other victims to speak out and get help — but said being denied his day in court has left him “feeling like a victim for the second time around.”
Now 42, Peter was a tender nine years-old when convicted sex offender John Agg-Large then his headmaster at the private North Down school Rockport, began to abuse him. He was sexually assaulted numerous times by the monster until he left the exclusive school aged 13 in 1984. Agg-Large, who had been in charge at Rockport since 1978, continued as principal until 1986 when he resigned due to overwork. He went on to teach in England, but in 1997 his vile past finally caught up with him and he was convicted of several charges of indecent assault.
Peter told Sunday life he is “adamant” there are other Agg-Large victims out there who are still to come forward.
His own abuse, which Peter describes as being “at the upper end of the scale”, began in 1980 when he was sent to the headmaster for help learning his times tables. “He would bring me into the office and make me lock the door myself, then we were alone,” Peter recalled. “Every time I had to stand outside that office I was just terrified, because I knew what is coming next. I still have nightmares. When it first began, I was only nine so I was very young and totally innocent — you think everything is normal,” he said. “As I got older I knew it wasn’t normal, but by that time I had developed an acceptance.”
Describing the man whose abuse would change his life forever, Peter said: “He was very overbearing. He wasn’t loud — he adopted the softly, softly approach but you knew not to cross him.”
After leaving Rockport, Peter continued with his schooling in Scotland and by his own admission became “extremely rebellious”. Still carrying the secret burden of his abuse, education took a back seat for Peter as he dealt with “pent up frustration and anger”. When he heard about other victims of Agg-Large speaking out in 1997, Peter said he wasn’t ready to go to the police and hadn't even told his parents about the abuse. “I couldn’t mix with people socially — I suffered anxiety and found crowds very difficult. It was hard to find my niche in society,” he said.
He went on to train as a chef and opened a successful bistro in Bangor before moving on, unable to settle. Peter travelled around Canada and France until finding himself in Donegal and engaged. When that relationship broke up, he began to drink heavily. He was just 26 and had already gone more than a decade without getting help. “For me, the alcohol masked my real problems," he said. “It was a massive crutch to me in dealing with the legacy of abuse.” Peter’s drinking began to spin massively out of control and after hitting “rock bottom” in 2001, he told his parents about the abuse.
Between 2001 and 2003, Peter became so depressed that he tried to take his own life three times.
“My parents were devastated, they thought sending me to Rockport was best for my education, but to them it explained a lot," he said. “The first step was definitely the toughest for me but they were hugely supportive and encouraged me to get help."
Peter now hasn’t had a drink since 2007. He married in 2005 and had two children, but throughout that relationship Peter continued to battle low self esteem and Obsessive Compulsive Disorder. Those issues led to the collapse of his marriage and in 2010, the day after his wife walked out on him, Peter went to the police and told them he had been abused by Agg-Large. “That was the catalyst for me, I just knew I couldn’t go on without dealing with my problems,” he said.
On Peter’s evidence, Agg-Large was charged with 10 counts of indecent assault. In May 2012 Peter came face to face with his abuser in court for the first time in more than two decades. “I wasn’t scared but I was certainly anxious,” he said. “We didn’t make eye contact — I don’t think he even knew I was there.”
Agg-Large would later plead not guilty to all charges.
Last year, Agg-Large’s legal team said he was too ill to travel from his plush country home in Lincolnshire (England) to stand trial because he was suffering from Parkinson’s disease.
Eventually, his trial date was set for April 8 this year but, just three days before, Peter received the earth shattering news that his abuser had died. “A chain of negative events robbed me of my day in court and left me feeling like a victim for the second time over. I've just been left reeling from this,” he said. “I never got my day in court or that sense of closure. If he had just stood up in court and admitted to what he had done, that would have been enough for me — it would really have helped with the healing process. It’s a thorn in my side that I believed progress was being made — and now I’ll never know.”
Despite the fact he never got justice, Peter encouraged other victims of sexual abuse to speak out and also paid tribute to the work of the Nexus Institute who helped him through his abuse.
"People shouldn’t feel ashamed to speak out,” he said. “I bottled everything up for years, much to my detriment."
"Help is out there, you have to be prepared to swallow your pride.”
Peter admitted he had been left with mixed feelings following the collapse of his court case and Agg-Large’s death.
“For years I cursed him and called him every name under under the sun. I thought about meeting him in the street and me having a baseball bat."
“But now that he’s dead, it’s different,” he said. “I missed out on a lot of things that people take for granted. In many ways I’m still in limbo — but I want to create something positive from this.”

Mel Sutcliffe, Justice After 30 Years
Having spent her infancy living in chaotic circumstances with her biological father, she was made a ward of court at about the age of four and placed in the Dixons’ care in Belle Isle, Leeds.

Thought to be distantly related to her own family, the Dixons were meant to provide her with the support and security every child deserves.
Instead, the “hell hole” they lived in became a source of unimaginable torment. Years of systematic sexual abuse would cause the girl, now aged 40 and using her married name of Melanie Whelan, lasting damage. She said:
Sean Dixon committed offences against two further victims.
Reginald Dixon repeatedly raped and assaulted a fifth girl over an eight-year period.
Melanie said: “It was something that I experienced from fairly early on. I thought it was a natural thing.”
Despite that corrupted view of normality, the youngster ran away from the house three times before the age of 13 and on the third occasion told the authorities what was happening.
The investigation collapsed, however, after one of the other victims decided she couldn’t face going to court.
It wasn’t until her 38th birthday that – inspired by the publicity surrounding the investigation into Jimmy Savile’s crimes – Melanie resolved to pursue justice once again.
She said: “People were telling me ‘you won’t get anything done’.
“Then when the Jimmy Savile thing happened I thought, wait a minute, if people can get justice from a dead person, why can’t I get justice from people who are still walking the streets?”
It took almost two years for the case to come to court. During the trial, all five victims gave evidence against the three men, leading to their conviction on a combined 52 charges last month.
At one stage Melanie collapsed in the witness box under cross-examination. But she said: “To me it was worth every minute of it because I knew that they had to be found guilty for what they had done.”
Reginald Dixon, now 68, was jailed for 19 years at Leeds Crown Court.
Sean Dixon, 44, and Paul Dixon, 46, were given sentences of 21 and 11 years respectively.
Judge Rodney Jameson QC branded both brothers “dangerous” and told them: “These were serious offences and have had a catastrophic impact.”
Melanie said she was relieved at the length of the sentences and hopes now to be able to move on with her life.
She added: “To me they are the scum of the earth. They’ve been walking around for the last 20 years like they never had a care in the world.
“I’m just glad somebody listened to me this time. It feels good to know that I’ve been proven to be telling the truth.”
Det Insp Lawrence Bone, of Leeds Child Safeguarding Unit, said the Dixons were responsible for “an appalling catalogue of sexual abuse”.
He added: “They clearly present a danger to children and the seriousness of their offending has been recognised with the significant prison sentences that they have received.
“We hope it will provide some source of comfort and reassurance to the victims to see them now having had to answer publicly for their crimes.
“This case should again illustrate that the passage of time is no barrier to justice. I would like to assure any person who has suffered such abuse that no matter when this happened West Yorkshire Police has specialist safeguarding officers who will listen and investigate and do we all we can to see offenders like these brought to justice.”
Officials say vulnerable children in Leeds are safer today.
Jane Held, chair of the Safeguarding Children Board, said: “Since these offences were committed 30 years ago there have been significant changes to ensure that vulnerable children are protected. The establishment of Local Safeguarding Children Boards provides an important mechanism to support agencies to work together and, where necessary, to hold them to account, as well as ensure young people are listened to.”

Crime statistics on sex offences
- 17,727 sexual crimes against children under 16 were recorded in England and Wales in 2010/11.
- 32% of all sexual crimes (54,982 sexual crimes in total)recorded in England and Wales in 2010/11 were sexual crimes against children under 16.
- In 2010/11 the police in England and Wales recorded:

Paedophile Information Exchange allegations and response
On 24 February 2014, Harman denied allegations that she had supported Paedophile Information Exchange (PIE) when the advocacy group was affiliated with the National Council for Civil Liberties (NCCL), while she was the pressure group's Legal Officer from 1978 to 1982. The Conservative-leaning Daily Mail and Daily Telegraph claimed that Jack Dromey MP (her partner) and former Health Secretary Patricia Hewitt were apologists for the sexual abuse of children while they were working for NCCL
Both newspapers demanded that Ed Miliband the Labour leader address the issue as a matter of urgency, Miliband backed Harman and stated that she had "huge decency and integrity". Harman stated that while she did support the equalisation of the age of consent for gay men she had never campaigned for the age of consent to go below the age of 16. Shami Chakrabarti, the director of Liberty (previously the NCCL), issued an apology about the links between the NCCL and the PIE. In December 2013, she said: "It is a source of continuing disgust and horror that even the NCCL had to expel paedophiles from its ranks in 1983 after infiltration at some point in the 70s."[65][66]
On 25 February 2014, Harman addressed the central questions British newspapers alleged she had avoided by saying she expressed "regret" for the involvement of the NCCL with the paedophilia campaign run by PIE; however, a number of papers continue to press Harman on her and others involvement due to the fact Harman had denied any connection only a few hours earlier.
On 28 February 2014 the British Prime Minister David Cameron urged Harman to apologise saying "while Miss Hewitt has offered a frank admission that she "got it wrong" over the links with PIE and apologised Miss Harman has repeatedly refused to make a similar apology instead insisting that she "has nothing to apologise for."

Paedophile Information Exchange allegations and response
On 24 February 2014, Harman denied allegations that she had supported Paedophile Information Exchange (PIE) when the advocacy group was affiliated with the National Council for Civil Liberties (NCCL), while she was the pressure group's Legal Officer from 1978 to 1982. The Conservative-leaning Daily Mail and Daily Telegraph claimed that Jack Dromey MP (her partner) and former Health Secretary Patricia Hewitt were apologists for the sexual abuse of children while they were working for NCCL
Both newspapers demanded that Ed Miliband the Labour leader address the issue as a matter of urgency, Miliband backed Harman and stated that she had "huge decency and integrity". Harman stated that while she did support the equalisation of the age of consent for gay men she had never campaigned for the age of consent to go below the age of 16. Shami Chakrabarti, the director of Liberty (previously the NCCL), issued an apology about the links between the NCCL and the PIE. In December 2013, she said: "It is a source of continuing disgust and horror that even the NCCL had to expel paedophiles from its ranks in 1983 after infiltration at some point in the 70s."[65][66]
On 25 February 2014, Harman addressed the central questions British newspapers alleged she had avoided by saying she expressed "regret" for the involvement of the NCCL with the paedophilia campaign run by PIE; however, a number of papers continue to press Harman on her and others involvement due to the fact Harman had denied any connection only a few hours earlier.
On 28 February 2014 the British Prime Minister David Cameron urged Harman to apologise saying "while Miss Hewitt has offered a frank admission that she "got it wrong" over the links with PIE and apologised Miss Harman has repeatedly refused to make a similar apology instead insisting that she "has nothing to apologise for."

‘Unless something is unlawful, people should not be prosecuted for the opinions they hold. The NCCL is campaigning to lower the age of consent to 14. An affiliate group like the Paedophile Information Exchange would agree with our policy. That does not mean it’s a mutual thing and we have to agree with theirs.’
Like so many others in this saga, Ms Staunton — now a CBE — has gone on to have an elevated public career, enjoying spells as the British director of Amnesty International and deputy director of Unicef in the UK, and head of the international charity Plan International. She is now chair of the overseas environmental charity Raleigh International.
